Parcel A is billed on volume and parcel B on weight, rounded up from 4.2 to 4.5 kg. Rating each parcel separately is why an express invoice can be higher than the same shipment rated as one air cargo consignment.

Volumetric weight or chargeable weight?
Volumetric weight is the weight at a standard density. Chargeable weight is what you pay: the greater of actual and volumetric weight, rounded up.
Why is express heavier than air cargo for the same box?
Express uses 5000 instead of 6000, so the same box is billed 20% heavier by volume.
How do I convert cubic metres to volumetric kg?
Multiply the cubic metres by 166.67 for air cargo (6000) or by 200 for express (5000). 1.5 cbm is 250 kg in air cargo.
